Speaking to ABC’s George Stephanopoulos Wednesday morning, Vice President Joe Biden said there is certainly “a chance” he will challenge Hillary Clinton for the 2016 Democrat nomination, adding that the next president is the one who’ll be able to best “articulate the clearest vision" of where they’ll take the country.

When Stephanopolous asked Biden if there is a possibility he’ll run, he answered “Yes,” but said he had not yet made up his mind:

Biden: Yes, there’s a chance. (laughing) But I haven’t made my mind up about that. We’ve got a lot of work to do between now and then—there’s plenty of time.

After throwing Clinton a quick compliment, the notoriously inarticulate vice president described what he believed was the most important skill the next president must have:

Biden: Look, the person who is going to—and, uh, secretary Clinton is really competent, capable person and a friend—the person who is going to be the next President of the United States is the one that’s going to be able to articulate the clearest vision to the American people where they’re going to take the country.

The host then pressed him about when he was going to make up his mind. Biden said he probably had until the summer to make his decision, before turning the conversation back to Obama's agenda.
