Palestinian District Governor of Ramallah Laila Ghannam promotes terrorism, but that didn't stop Philadelphia Councilwoman Maria Quiñones-Sánchez from honoring her with a citation.

Palwatch.org quoted the official PA daily reporting that in a ceremony on January 30, Councilwoman María Quiñones-Sánchez awarded Philadelphia's "Liberty Bell" and "Citation of Honor" to Palestinian District Governor of Ramallah, Laila Ghannam, "in recognition of the impact and her extraordinary actions for her nation and her cause." Councilwoman Sanchez posted photos on Facebook of herself with Ghannam receiving the award, and tweeted [since removed] the following statement: 'I was honored to welcome the first woman Governor of the city of Ramallah, #Palestine, to Philadelphia Dr. Leila Ghannam. Women making moves'"

A look at Ghannam's track record gives insight into what Councilwoman Quiñones-Sánchez may have meant by "extraordinary actions for her nation and her cause." For example, at a January 2014 event, (see video above) she called for her fellow Palestinians to follow the path of some of the most deadly terrorists in Palestinian history:

Laila Ghannam: "We promise and swear to these mighty ones: We are still [following] your path... The President and icon, Martyr Yasser Arafat, Dr. George Habash (founder PFLP), comrade Abu Ali Mustafa(head of PFLP), Sheikh Ahmed Yassin (Hamas founder), Fathi Shaqaqi (Islamic Jihad founder), Samir Ghosheh (Sec.-Gen. of PSF),Abu Jihad (a founder of Fatah) and all the great leaders."

A month later, in Feb. 2014, according to Palwatch, "Ghannam called Al-Akhras [who killed 2 Israelis in a suicide bombing near a Jerusalem supermarket in 2002] and other terrorists 'brave heroes' and 'Shahids (Martyrs) who sacrificed their pure blood so we will live in freedom...' and stated: 'Allah willing, we will remain committed to their promise and make tombs that will befit their stature.'" It is unknown whether Councilwoman Maria Quiñones-Sánchez knew of Ghannam's incitement of hatred and didn't care or didn't know at all. Within an hour of Palwatch publishing the report, her tweet about the ceremony and her Facebook post (pictured above) were removed.
