Muslim Cop with 3 Prior Complaints Shoots Minneapolis Woman

Body camera was off.

A 40-year-old Australian native and bride-to-be was shot and killed by a Minneapolis Police Department officer now identified as Somali-American Mohamed Noor. The officer had a total of three complaints against him since joining the force in 2015. One was dismissed and with no disciplinary action taken, according to KSTP, while the other two remain open. One of the complaints stated Noor had been rough with a female suspect. No reason for the shooting has been given and many questions remain.

The victim, Justine Damond (pictured below), called 911 late Saturday evening to report a possible assault in an alleyway near her home. When cops arrived, she approached the cruiser wearing pajamas and spoke to them through the driver’s side window, where Noor’s partner, Matthew Harrity, was sitting. Noor fired across Harrity’s body multiple times and struck Damond multiple times. She died from a gunshot to the abdomen and her death was ruled a homicide. Neither officer had his body camera turned on, a violation of code, and the dashcam didn’t record the incident. Both men have been put on administrative leave. A source told KARE 11 that Harrity was “stunned” when Noor fired across his chest from inside the car. In KSTP’s report, Harrity is said to have one open complaint on file.

Noor issued the following statement through his attorney:

Officer Noor extends his condolences to the family and anyone else who has been touched by this event. He takes their loss seriously and keeps them in his daily thoughts and prayers.

He came to the United States at a young age and is thankful to have had so many opportunities. He takes these events very seriously because, for him, being a police officer is a calling. He joined the police force to serve the community and to protect the people he serves. Officer Noor is a caring person with a family he loves and he empathizes with the loss others are experiencing.

The current environment for police is difficult, but Officer Noor accepts this as part of his calling. We would like to say more, and will in the future. At this time, however, there are several investigations ongoing and Officer Noor wants to respect the privacy to the family and asks the same in return during this difficult period.

Minneapolis Mayor Betsy Hodges celebrated Noor’s hire last year in a Facebook post in which she wrote, “Officer Noor has been assigned to the 5th Precinct, where his arrival has been highly celebrated, particularly by the Somali community in and around Karmel Mall. The community even hosted a meet and greet event (see pics) to welcome him. A wonderful sign of building trust and community policing at work.”

 

Damond's family is devastated and say police have so far failed to give them any explanation as to why she was killed.
