A new layer to the scandal at Obama's Veterans' Administration was revealed last night in testimony before the House Committee on Veterans' Affairs. Adding to the already-proven scandal involving secret wait lists and altered appointment logs to make wait times for medical services appear better than they actually were, now whistle-blowers have testified that the veterans' disability claims were also doctored.

"They were instructing us to change the dates on claims, on any claims," said Kristin Ruell, a VA employee in the Philadelphia benefits office.

Ruell claims that she suffered retaliation after she first stepped forward with her story. "After my last whistle-blowing attempt, my name was forwarded to the people I reported," Ruell said, adding that the next morning, "my car was dented. I feel like there is a culture of corruption at the VA."

CBS News had an exclusive interview with Ruell:

The incorrect dates "are used to minimize the average days pending of a claim to make the regional office's numbers look better," she said. For instance, claims that should have been dated 2009 were dated 2014, "therefore making the claim appear 'new,' " she said.

"The VA's problems are a result of morally bankrupt managers that through time and (government service) grade have moved up into powerful positions where they have the power to and continue to ruin people's lives," Ruell said.

"Some of the veterans have died waiting for their claim to be processed, and if it has a newer date of claim it's not a priority," she said.

The VA's Office of Inspector General has confirmed Ruell's allegation, saying the practice of date changing "makes the average (number of) days claims have been pending appear better than it would be."
