A State Department official and several congressional aides say the outgoing administration formally notified Congress it would spend the money Friday morning, just before Donald Trump became president.
According to the report, at least two GOP lawmakers placed a hold on those funds which aren’t legally binding but “generally respected” by the office of the president. In total, Obama released $227 million in foreign affairs which also included millions for climate change programs and for organizations within the U.N.
